Thanks for your question! Everything you store in your 1Password account is protected with the same end-to-end encryption, ensuring that only you can access it. That said, it’s best not to only store your 1Password account password inside 1Password itself. It’s a bit like locking the key to a safe inside the safe. While the key is secure, you would not be able to access it if you were locked out.

Instead, I recommend memorizing your account password and generating your Emergency Kit and a recovery code. Be sure to store these somewhere safe outside of 1Password, so you can access them if you ever need to sign back in:

As @1P_Dave said: yes (for a reasonable definition of "safe"), however when he also correctly said,

this applies when you have your credentials stored only in 1Password, which is not a wise idea.

To save you asking if it is safe to store your 1Password login in wherever you are considering keeping your backups, the answer is a definite maybe.
