Have you also checked ~/Library/?

Hold the ⌥ Option key and click the Go menu in Finder > Library. Then check LaunchAgents there too, and make sure to restart your Mac.

Thanks for the reply, but nothing in any of those folders, and a reboot didn't change things either, with the "Allow in the Background" entry still there. Digging around more, If found this command (documented here):

sfltool dumpbtm

which when run from Terminal dumps a whole bunch of stuff, including this entry:

My username xxx'd out for privacy. My attempt to navigate to .Trash is not successful; no directory seems to exist. Nor do searches on 12-57-36-375 yield anything.

Nothing bad is going and at this point, just a puzzle to solve and an opportunity to learn.

Back again, while doing yardwork, it occurred to me that it might be in Trash and that's what .Trash was pointing to - which is a directory with some special characteristics. And so it was. I found the item, emptied Trash and the offending listing in Settings disappeared. So problem solved.

On a related note, I now know Finder searches don't scan Trash.
