Activating Touch ID

I have a MAC Book which has Touch ID working as I successfully use it to sign into my Mac. I have the most recent update of 1Password. I am unable to activate Touch ID to open 1Password. Within 1Password I go to Settings>Security. Touch ID is grayed out and will not allow me to check it.
How can I activate Touch ID for 1PASSWORD so I can use touchID to sign into 1Password.

Make sure that macOS is up to date: ☞ Update macOS on Mac - Apple Support

Sometimes that can cause problems if there's an update pending.

I have made some progress and am testing various scenarios to open 1password with touch ID

Can 1Password safari extension also be opened with touch ID?
