Can’t save iCloud passkey in 1Password

When I try to save a passkey from the browser I always get this screen instead of 1Password which is set as my password and passkey manager. Happens with iCloud, CVS.com and also on the test site which I used for a screenshot .

My iOS settings are already like this:

On Safari iCloud gives me a QR code but 1Password on my Android doesn’t come up. Google comes up and I couldn’t find a way to switch it.
