Cannot create/save a passkey for Tailscale in Brave

I cannot create a new passkey for Tailscale in Brave. Every time I try to create a new passkey login in Tailscale, the 1PW window initially pops up, but an error message appears below asking me to try again. If I click on that button, I get the Windows prompt to save the passkey to my windows device via Windows hello instead of saving it in 1PW.

I've successfully created passkeys before for other sites in Brave, so I'm guessing the problem is related to how Tailscale is interacting with the browser and Windows 11/Hello.

I also note that Tailscale says to create the passkey via an incognito browser window, however if I do that, I think the 1PW extension is disabled?
