Collation of accented letters when sorting by title

I have just noticed that when using accented letters in title and sorting by title, the accented letters are all the way on the bottom on the list, even though most collations would place them alongside or after the unaccented letter (based on the collation and the concrete accent) - eg on the screenshot below, the Č should be right below C.

There have been https://1password.community/discussion/137728/sorting-in-french before, but closed without resolution.

Can you apply a generic collation to fix this at least in most latin languages?
