Count of passwords in Watchtower does not equal count of Login items

I have 193 Login items, all of which have a password. However, the Watchtower only shows the password strength for 190 Login items. My 1Password password happens to be one of the three Login items that does not show in the Watchtower. I have been unable to identify the other two Login items that are not in the Watchtower. Note that I can see my 1Password password strength rating when I view it in the Login category.
