Dates in edit mode reverse day and month

Question

If I have a date with the value "2016-01-02", entering edit mode it will be displayed as "01 / 02 / 2016".

I'm in the UK. My system is set to YYYY-MM-DD for dates, but this happens even when I set to DD/MM/YYYY (the default date localisation for the UK) so this display is wrong.

The picker will still show the correct month (January), so this indicates that the date value isn't being correctly localised (ie defaulting to the US localisation MM/DD/YY) when in the edit mode.
