How to give another user has the same rights as me?

I have user rights and I need to have a second user to have the same rights as me. He created another account, but when he logs in he cannot see the same user account. How do I give him the account the same as mine?

Thank you for reaching out. Can you clarify your goal a little further? If you're looking to share a vault with the second user then you can follow the steps here:

Note that each user has their own Private (or Personal) vault that cannot be shared with anyone else. You'll need to create a shared vault and move any items that you'd like someone else to access to that shared vault.

No you didn't misunderstood, but how do I change the other menu (his)? Do I have to change it or him.
And how do I setup "all the files"

I need to share all the files in my personal, I am not sure *how do I copy them from my personal to his personal. *

Thanks for clarifying. If you'd like to share all items that are currently in your Private (Personal) vault with someone else then you can move them to a shared vault using these steps:

  1. Open and unlock the 1Password for Windows desktop app.
  2. Click on your Personal vault in the sidebar.
  3. Select the items that you'd like to copy by holding down the Shift key and then clicking on the items. Or you can click on an item and then press CTRL-A to select all items in the vault.
  4. Right-click on one of the selected items and click the Move option in the menu.
  5. Click on the shared vault that you'd like to move the items to.

When I open the 1password it does not show "personal vault."
And were is the sidebar? "Click on your Personal vault in** the sidebar**".

You can find the Personal vault, it might also be named Private depending on your account, here:

This vault contains items that only you can see.

Yes, I understand "private", how do I connect it to the other user?

I tried but I am not sure it gets it. Do I go to shared, then what?

You can't share your private/personal vault with someone else, the private/personal vault is for you only. You'll need to move any items that you'd like to share with the other user to a vault that you both have access to.
