i am new to 1password - how do i open 1password on pc in full screen mode?

Could you let me know if you are referring to the 1Password 8 for Windows desktop app or 1Password in the browser, the browser extension?

If you have the desktop app installed, the maximize button in the upper right hand corner should help bring it to full screen:

If you were referring to 1Password in the browser, this window size is expected and the extension's window cannot be adjusted. I've included a screen shot below from 1Password in the browser from Chrome:
