If I lose my passkey and my trusted devices, can I recover my account?

Thanks for the question! That's correct, if you lose access to your passkey or to all of your trusted devices (or both at the same time) then you can use your recovery code to recover access to your 1Password account. You'll need to verify the recovery using the email address associated with your 1Password account. You can read more here:

I do recommend adding as many trusted devices as you can to your 1Password account so that you can use them to access your account or grant access to your account to another device.
