iOS Safari extension keeps creating new passkeys

Every time you unlock the safari extension it asks if you want to save the passkey to iCloud Keychain. This creates a long list, if left for a while, of entries in iOS settings -> passwords.

I have the extension to reauthorise every 15 minutes.
