Key Repeat Not Working with Arrow Keys for Keyboard Navigation

When using Up ↑ or Down ↓ Arrow Keys to navigate between the items in a vault, Key Repeat doesn't work.

• Click any item in a vault → The item is selected
• PRESS (once) an Up ↑ or Down ↓ keyboard Arrow Key → The selection correctly moves to the next item
• HOLD the Up ↑ or Down ↓ Key → The next item is correctly selected, but continuing to hold the Arrow Key incorrectly does nothing
• RELEASE the Up ↑ or Down ↓ Key → The selection incorrectly moves to the next item

Expected behaviors:
* While HOLDing an Arrow Key, continue navigating to subsequent items
(Obey the macOS Key Repeat & Delay Until Repeat Preferences)
* When the Arrow Key is released, don't change the selection again

There's also weirdness when the selected item is the first or last visible item on screen. The item list pane will scroll to reveal the next item, even though the next item isn't selected.
