[Mac] Unlock Prompt displays under modal window

Question

When I'm using a program that has a popup window / model dialog password prompt, like Microsoft Remote Desktop, I press the shortcut to autofill (CMD-) and it autofills correctly if 1Password is unlocked. However, if 1Password is locked, the unlock window shows up behind the password prompt and then I have to use my mouse to switch to the unlock window to put in my password. System commands like CMD-TAB don't work to gain focus to the 1Password unlock screen. I can also replicate this on Microsoft Outlook when it prompts for an O365 login.
