Nonsensical choice: Connect with 1Password in the browser

When first setting up a new MBP (M4, Sequoia 15.3) I get the following modal dialog. Makes no sense, I don't want to "Skip" I want to enable 1Password--but there's no other choice:

Also, another minor oddity, that should probably be fixed--there are two 1Password items listed on this menu--see underneath where I'm choosing 1Password (in blue), there's another 1Password--exact same sub-menu choices too, no difference:

Thank you for reporting the two issues. I can reproduce both issues here on my end and we have work items filed for both issues with our development team to get them fixed in a future version of 1Password. 

Once the issues are fixed in a future update, you'll see the fixes noted in our release notes.
