Passkey and iPhone

With the release of iOS 17 and 1Password for iOS version 8.10.16, you can save passkeys in 1Password: Use 1Password to save logins and sign in to apps and websites on your iPhone and iPad

Passkeys saved in 1Password are backed up to your 1Password account and made available on all of your devices. This means that they'll instantly appear on your new iPhone after installing the 1Password app.

If you're referring to passkeys saved in iCloud Keychain, those are synced through your Keychain. But I recommend reaching out to Apple for more details about their implementation: Official Apple Support
