Paypal login using passkey fails on 1Phone

It is my understanding that a passkey for a service and stored in a 1Password vault can be used to log into that service from any device.

I set up a passkey (and 2FA) for Paypal via my Windows 11 computer and then tested it on my iPhone. Passkey would not log me in and immediately reverted to 2FA which did log me in fine. I searched and found an old closed posting from "Giolon" in Jan 24. I followed those directions and found my settings were already set properly as per that discussion.

What am I doing wrong?

Thank you for reaching out! If you're being prompted for your 2FA one-time password then it sounds like the passkey is working since you'll only see the one-time password prompt from PayPal once you've begun the sign in process using either your password or passkey.

Unlike many other services, PayPal will require your 2FA one-time password in addition to your passkey. Let me know if I misunderstood.
