Printing records as a PDF 8.12.22

Is this possible? The CSV file is really difficult for a layman to work with,  especially as a printed document kept in a Safe Deposit Box for Legacy access.

Welcome to the community! 1Password 8 doesn't currently include a print feature and the CSV file is primarily designed to be used in cases where you need to migrate your passwords to another password manager.

In general, 1Password's security model depends on you only storing your items inside of 1Password, as soon as you store a copy of your items in a second location 1Password is no longer protecting your items and their security is dependent on how you secure that second copy of your items on a printout. 

Instead, have you considered printing a copy of your Emergency Kit and writing your password on the Emergency Kit and then storing that in a safe location that your loved ones or lawyer know about? Using the Emergency Kit, they would be able to access your 1Password account in an emergency.

It is possible to print the 1Password data to a file - but, not without difficulty.  In brief, the process is to export the data to a 1PUX file, read those data into an application that you create, and print the information.
