safari window - 1P comes to foreground

Question

While in safari, if I open a new window (apple-N) the new window opens but the active app becomes 1P instead of remaining Safari. As a consequence, apple-L and other keyboard keys don't work until I alt-tab to make safari front. This should NOT happen.
