Search for tags doesn't find full paths

Using the search criteria =tag:clients only finds items tagged with 'clients' but not items tagged with, say, 'clients/Dave', 'clients/Pete', etc

How can I find items with tags the names of which just contain the search criteria? That is, using '=tag:clients' finds clients/Dave, clients/Pete, company/clients/*, etc
