Why is windows hello popping up?

Howdy guys,

I'm looking for some help with regards to passkeys and windows hello.

I have windows hello disabled in the settings yet it pops up everytime at dell.com (I have a passkey for dell but I do NOT want windows hello unlocking my passkeys in 1password) 

I've included a screenshot with all the settings. It's weird. Also there are no locally stored passkeys except for my windows account passkey.

Any ideas?

I think I figured out why it was stilling popping up. If toggles are enabled it will still trigger windows hello. I toggled these off and it stopped popping up.

Thank you so much for being the rare type of person who revisits their troubleshooting posts after finding a solution!!!!! This windows behavior has been driving me nuts ever since passcodes began being offered to replace 2fa and i have been misreading those toggles until this post let me recontextualize them!
