Why the icon in login animation always stuck

In login page, the 1Password icon always stuck before Face ID animation finished. Years ago when I’m using Android phone this problem exists. I’m curious to know if it’s by design or simply a bug?

I've taken a look at the video that you provided and this is by design. The 1Password logo is animating to a partial unlock state and then waiting for iOS to report that Face ID has confirmed your identity before completing the unlock animation and opening the app.
