Windows11 Hello and start 1password with hardware key

I followed this: https://support.1password.com/windows-hello/ and configured 1password and Hello accordingly. Whatever I try it doesn't work out.
After reboot and starting 1password on Windows it always asks for the password first and only and then in a second step requests the key confirmation, which works.
Any help is appreciated.
Of course I use the Beta versions of 1password for Windows and also the Addon.
