[67] Biometric login fails when Hello is blocked by admin policy

On my system the Domain admins have disabled the use of Hello so I cannot setup Biometrics, however I found that if I enable the Experimental Biometric Unlock in CLI even though 1Password itself does not support it the CLI fails to login and does not even give an option to fall back to passphrase method.
