Can't figure out how to enable the agent

The documentation says that to enable the agent on Windows:

But I can't for the life of me find this. Does it mean "Developers" in the "Settings"? If so, this is all I see:

I was able to find an affordance to enable the agent by adding an SSH key, but this button takes me to the "Developers" panel in the screenshot above:

I am using Windows, ssh beta is enabled, 1Password is unlocked, Windows Hello is enabled, and 1Password is configured to unlock via Windows Hello.
