Connect to 1Password from Teraform Cloud

We generate team api tokens in terraform cloud and want to write these to one password using the 1password terraform provider but the documentation suggests a connect server needs to be deployed as a gateway to one password. I don't think this is possible in terraform cloud so how would I connect to 1Password in this case?
