Linux/KDE Wayland: global shortcut (Ctrl+Shift+Space) does not work after 1Password restarts

Hi,

On KDE Plasma (Wayland), the Quick Access shortcut (Ctrl+Shift+Space) works for some time and then stops. It usually breaks after I restart 1Password or log in again. After that, pressing the shortcut does nothing.

I use 1Password 8.12.36 on NixOS 26.11 with KDE Plasma 6.7.5 (xdg-desktop-portal 1.22.1, xdg-desktop-portal-kde 6.7.5, kglobalacceld 6.7.5).

I looked at the xdg-desktop-portal-kde log. When the shortcut works, 1Password calls CreateSession, ListShortcuts and then BindShortcuts. When it does not work, 1Password only calls CreateSession and ListShortcuts, and never calls BindShortcuts:

xdg-desktop-portal-kde: CreateSession called with parameters:
    session_handle: "/org/freedesktop/portal/desktop/session/1_229/com_onepassword_onepassword_global_shortcuts"
    app_id: "com.onepassword.OnePassword"
xdg-desktop-portal-kde: ListShortcuts called with parameters:
    session_handle: "/org/freedesktop/portal/desktop/session/1_229/com_onepassword_onepassword_global_shortcuts"

In this state, KDE still has the shortcut saved, but it does not listen for the key, because the 1Password shortcut group is not active:

$ busctl --user call org.kde.kglobalaccel /component/com_onepassword_OnePassword org.kde.kglobalaccel.Component isActive
b false

The cause is a change in xdg-desktop-portal-kde 6.7.4 (commit, KDE bug 523063). Since that version, a shortcut becomes active only when the app calls BindShortcuts in the current session. But ListShortcuts still returns the shortcuts saved from earlier sessions. I think 1Password sees its shortcut in that list, decides it is already bound, and skips BindShortcuts, so the shortcut is never turned on.

KeePassXC had the same problem and fixed it by always calling BindShortcuts (PR #13579). The KeePassXC developer notes that this has a cost only on old Plasma versions:

Based on the KDE bug discussion this change only breaks for really old Plasma releases, specifically before 6.4. Given only a handful of distributions still ship anything older than that (looking at you, Debian) we can live with this as it's now documented and only a minor annoyance.

On those old versions, the problem is that BindShortcuts opens KDE's shortcut dialog each time the app starts. I think the same fix is right for 1Password: call BindShortcuts in every new GlobalShortcuts session, whatever ListShortcuts returns.

Thanks!
