New Deploy SCIM on Azure Kubernetes Services

I am working thru the setup from the following link, https://support.1password.com/scim-deploy-azure/ and am stuck at step 3.6 Create DNS record. When I try kubectl get services, External-IP for LoadBalancer comes up as pending. What am I missing here?

OS Version: Win 11 22H2
Browser: Edge

External-IP took 2 days to change from "none" to "pending" to an external IP. Working thru the rest of the setup now.
