unable to install 1password CLI following this https://developer.1password.com/docs/cli/get-started/

I am attempting to install the CLI tool but to no avail. I am following the document in the title. I am doing the full PowerShell script that runs, but I am still unable to see the option to use it in the 1password app. The developer section is still greyed out.
