Iphone not syncing with Windows 11

Iphone with 17.6.1 with latest 1password is not syncing with Windows 11 PC, I see big differences in Watchtower numbers between the PC and the phone but the score is the same? Only one vault setup. I did notice in the phone that a quite a number of accounts are listed as vulnerable on the phone even though I just changed the passwords today? How can that be???
