Password strength shows differently between item and Watchtower report

I've just gone and change ~20 passwords to new, 18 character passwords with numbers and symbols.

On the Windows 10 1Password 8 beta, if you go to the individual items the password strength shows as 'Fantastic', however under the Watchtower report they show as only 'Excellent' (the Excellent count has gone up, the Fantastic count has not)
