Can you clarify if you're using 1Password 8, and which browser is problematic. In most situations like this there is a disconnect between 1Password and 1Password in the browser. I'd be sure to check for browser updates all around and then give the browser a full quit. While you're doing that you'll quit 1Password fully and then once you open 1Password and unlock you'll open 1Password in the browser. The lock state should be the same.
