Thanks for your message and sorry for the troubles you are encountering.
it should save locally, and sync when re-connected.
This is how 1Password for Windows should work and you may be experiencing an issue the app being unable to connect. Are you seeing a red offline indicator in the 1Password for Windows app? If so, are there any messages associated with it when you hover over it?
