The cog or gear ⚙️ is associated with settings. It makes no sense for it to produce a menu with one item - Report - in the top right of the page, away from the post.
The responses to a post such as Like (👍) and Reply (🗩) appear where expected, i.e. under the post. That's where Report (⚠️) should be.
Doing the same for replies would remedy a substantial oversight.
PS. For our own posts, move Edit (✏️) down there, too.

Having options like Report and Edit appear alongside Like and Reply would definitely feel more intuitive. That said, those elements are currently part of the platform’s core layout, and we don’t have the ability to change their placement ourselves.
We’ll pass this feedback along to our platform partner as a feature request, but just want to be upfront that changes like this are out of our hands and may not be something they’re able to prioritize.
