“You can’t edit this vault"

When trying to share or manage a vault, I’m seeing a message “You can’t edit this vault.” I own the account. I have shared vaults before. Why is 1Password restricting access to my account?

To clarify, I see that message on my Private Vault, and my “shared” vault simply has the manage vault grayed out, so I’m unable to share it. Which I want to do and have done before.
