Those sort of permissions aren't available per vault. It's an interesting idea though, and I can certainly see the benefit with the use case you described. I can't say if or when such permissions will be added, but I've shared your request with the team.

While it's not what you described, what I can currently suggest is setting the item sharing permissions at the account level, then adjusting which groups have share access to the different vaults that would be relevant to them.
