For your protection, 1Password will warn you if you try to sign in to a page that begins with http:// but your Login item for the website starts with https:// (with the S). This is done so that you don't accidentally submit sensitive information (such as a password) to a page over a connection that isn't protected and encrypted using TLS.
As a workaround for when you're working with localhost, please edit the Login item in question and replace https:// with http:// in the website field for the localhost resource. Then try to fill your login again.
