PayPal Passkey creation impossible

After I easily stored a passkey from Amazon in 1Password, I wanted to create one at PayPal. Unfortunately this is impossible, the PayPal page gives the error "No passkey can be created on this device...

Try with a mobile device. I needed to create mine there. That page is from Paypal indicating that they do not support the device you are attempting to use. At present it is a limitation they impose.
