I noticed this problem too. I found that cmd-\ makes the Safari suggested password go away (usually).

Monterey 12.3 Beta (21E5196i)
1Password for Mac 8.5.0 80500127, on NIGHTLY channel
1Password for Safari (extension) 2.2.3
