The agent has no identities
I have the 1Password SSH client running and can access the two SSH keys I've stored in 1Password:
% SSH_AUTH_SOCK=~/.1password/agent.sock ssh-add -l

Thanks. You're right.
The ~/.ssh/config file is generally used by the ssh client, but not by other tools such as ssh-add.
I missed this part.
