International Billing
Since 1Password is a Canadian company, the charges originate from Canada. This is considered an international charge. You will need to reach out to your bank.
Some credit cards do not charge such fees , so you might consider switching to one of those. When I was with Bank of America they charged such a fee, so I moved to card that doesn't charge me for the transaction.

I've been a paying user since 2014 and the first time I saw a fee like this was 2024.
This would be a bank change (charge). It is not 1Password charging for this. Several banks have started charging the fee as a way to help resolve costs. Years back I left BoA and moved to Chase for this reason and others. But let's not head into that quagmire. I would recommend talking to you bank or card company.
