I found the solution: Settings —> Apps —> Safari —> Extensions and turn off “Share across devices.” Absolutely infuriating not to be able to control extensions independently on each devices, turning off that setting fixes things.

@1P_David thanks for the reply and thanks for the detailed info. This makes perfect sense and I appreciate the scoop. No inconvenience at all. I expect issues when running betas but I did want to be sure and address it if it was specifically18.3 related.

@DaviatorSF Good find. I had disabled that earlier in my quest to figure out what might be going on and then promptly forgotten I'd done so.

Commenting to receive updates, if any! I’m so annoyed by the alerts and rely on them for security purposes so I do not plan to disable in the interim of any solution. I’m just glad I’m not the only one! I thought I did something while I was in Florida last week because I keep getting them with “Florida” in the location but I’ve been home for a week now and reset my password/security key multiple times since then.

The issue goes beyond just email alerts. If you look at the list of systems linked to your account, you'll see that each time this happens the extension generates a new link, so you may have dozens or even hundreds of links to the Safari extension. This makes it much more of an annoyance or security issue than just the emails.
