find vaults and groups an user is assigned

How can i find all the vaults an user (not the signed in user) has access to and the groups the account is assigned to using CLI or API? 

op vault list & op vault user list <vauld-id> provide information only for signed-in user but not for another user. Is there a CLI or API option to get this information?
