I'm sorry that you've been seeing a few different issues with 1Password. I recommend that you avoid using third-party apps like Chocolatey to manage 1Password updates since tools like this can sometimes cause issues with the stability of 1Password and cause you to run into unexpected issues. 1Password has a built-in updater that will ensure that you're always using the latest version.
When I went to launch the desktop app directly, nothing happened.
I don't believe that I've seen other reports of this behaviour and I'd like to ask a few questions to better understand the situation:
- Have you seen the same issue before? Or has it only happened once?
- Are you using a virtual machine?
- Did you try restarting your Windows PC or force-closing 1Password from the Task Manager before reinstalling it?

I have often the same problem - trying to start 1Password fails silently - starting it from the command line gives the error message the original poster (OP) is showing. Usually a reboot fixes the issue, but today I'm in the same situation as OP, and will probably have to uninstall and reinstall (thanks for the hint, OP).
The browser extension seems to still be working, but I need the app to be running to use the SSH keychain in WSL2.
