Thanks 1P_SimonH and taylorbrooks . Yes I've tried everything, reboot, toggle this or that switch, oriented the computer to magnetic north, etc. It should not be this hard.
I took the simplest method and uninstalled 1password-cli. I've only installed it 1-2 months and have found three bugs.
