Here are two screenshots showing trying to log into an app and a webpage (on chrome). In each case, the screenshot is after I tapped on the e-mail field (which in both cases is the username for these logins). I would note that I use MS Swiftkey as my keyboard. Don't know if that makes a difference. In both cases, I have passwords that I have uploaded to 1password and have confirmed they are there.

While I don't have a Buffalo News account, when I visit the login page in a Chrome Incognito tab with the 1Password app unlocked or locked, the bar appears with its best suggestion for autofilling alongside "🔍 Open 1Password" under the Chrome suggestion bar.
My keyboard hides when I take screen shots.

Thanks for taking the time to respond. What you describe is the behavior I am looking for, but just can't seem to get. I switched back to the default Samsung keyboard to check if that was the problem, but it made no difference. I can't figure out what is going on. I could paste screenshots of all the autofill slider positions (in chrome, android, and 1password settings) but I am 100% sure I have them set as described in the instructions.

Just tried the Samsung browser (the only other browser I have installed) rather than Chrome. That worked perfectly!
So at least I have narrowed down where the issue is (I prefer to continue to use chrome). Here are my chrome "passwords and autofill" settings. Anything look wrong?

Those look right to me, however when checking my Chrome on Android settings for these I see that mine is set to Autofill with Google. This sounds like the obvious setting to make 1Password autofill not work, but we know the result. This is right insofar as fields in Chrome itself are not offered autofill as they are on a desktop browser with the 1Password plugin.
Changing to Autofill with another service prompts to Restart Chrome. After restarting, I am not offered any new options for Autofill services. though in small text the setting goes on to mention that "Autofill services are also managed in _Android Settings_", where I have 1Password selected in Android's Preferred service for passwords, passkeys & autofill.
After the one change I made, there are still no autofill suggestions for 1Password, but now there also no suggestions for Buffalo News.
Reverting the change, i.e. switching back to Autofill with Google in Chrome and restarting Chrome, I now get the correct autofill suggestion for 1Password and no suggestions for Buffalo News. Quitting then relaunching Chrome results in a best guess autofill suggestion for Buffalo News and the correct autofill suggestion for 1Password.
If nothing else, you can feel reassured that the problem is most likely not (just) you. It looks like the combination of setting autofill in Android to 1Password and in Chrome to Google seems the most likely to work - at least in the manner described, but as the title says, 1P on Android inconsistant [sic].
