I'm sorry that your wife ran into an issue where she isn't able to open 1Password. If she can see all of her items when she logs in to her 1Password account on 1Password.com (in the browser, not the app) then uninstall and reinstall the 1Password desktop app:
- Quit all open web browsers.
- Right click on the 1Password icon in your macOS menu bar and click Quit. If you don't see 1Password's icon in the menu bar then you can skip this step.
- Open the Applications folder on your Mac.
- Drag "1Password" to the trash.
- Restart your Mac.
- Reinstall 1Password from our website: Download 1Password
Let me know if she runs into any issues.

She can see everything in the Chrome browser extension... Does she need to uninstall that too?
