Is this working for the macOS client? I have 8.10.36 and it doesn't seem to be working for PayPal.

I've split your comment into a new thread where we can discuss 1Password on the Mac specifically.
I'm sorry that 1Password in the browser isn't automatically filling your one-time password for PayPal when signing in using a passkey. This is a known issue that is in our developer's backlog and I've let them know that you're affected as well.
For the time being, you'll need to manually copy your one-time password from 1Password and paste it into PayPal: Copy and fill passwords into apps that don't work with 1Password
