I've been dealing with this for a while and keep waiting for it to be fixed in an update, but it just still doesn't work. Whenever I go to update anything in the desktop app it never seems to synchro...

That definitely isn't the experience we want you to have. I'd like to ask you to create a diagnostics report from your Windows PC:

Attach the diagnostics to an email message addressed to support+forum@1password.com.
