If I type an email address on a website running on https://localhost:5002 (Edge browser) and click 'Save in 1Password', it shows the little popup and I can click Save.

Sounds like 1Password is thinking the login page you're on is actually a registration page, which is why it doesn't suggest logins, but instead it suggests information from your identities (e.g. your email or a new masked email).
You can autofill your existing login item from the extension's icon on the top right corner of your browser's toolbar. Additionally, if you want, you can collect the page's structure and send it over to us so we can improve 1Password's behavior on that page:
- Get to the login page in question.
- Right-click anywhere on the page and select "1Password-Password Manager" -> "Help" -> "Collect Page Structure".
- Send us the downloaded file to mailto:support+x@1password.com with a description of the problem and a screenshot of the field(s) where 1Password suggests wrong things.
